Session messages versus templates
If a person messaged you recently, WhatsApp’s 24-hour customer care window lets you send free-form session messages. That is the inbox conversation. When the window is closed, the Cloud API expects an approved template to reopen. Broadcasts aimed at a segment are usually templates by definition: you are writing first, or writing after silence.

Approved templates only
Submit the template from the workspace. Meta reviews it. Timing is usually hours to a couple of days; the decision is Meta’s. Utility versus marketing categories matter for both approval and conversation pricing. Keep the copy accurate. Fake urgency and misleading opt-in language get templates rejected and train you to spam.
Variables exist so you can insert a name or an order id. They are not a licence to turn a utility template into a disguised promo. If Meta rejects a template, rewrite; do not “just blast from a grey-market API.”
Quality rating and why it matters
WhatsApp Business numbers carry a quality rating that moves with blocks, reports, and how people respond to your messages. A collapsing rating is how numbers get limited. - Do not import a purchased spreadsheet of mobile numbers and call it a broadcast list.
- Separate operational templates (order, appointment) from marketing templates. Frequency that is fine for shipping updates is not fine for daily promos.
- Honor stops. If they say stop, stop. Template or not.
- Staff the shared inbox for replies. A broadcast that nobody answers is how you train people to block you.

Template categories without playing lawyer
Meta distinguishes utility, authentication, and marketing conversation categories (names and prices move — read current Meta pricing). A shipping update is not a weekend sale. If you submit marketing copy as utility, you are training the review team to distrust you. If you send marketing at a frequency people block, quality rating falls and the number becomes expensive in the only way that matters: it stops working.
Variables should be facts (name, order id, appointment time), not a place to smuggle a second pitch. Rejected templates get rewritten. They do not get sent through a “backup unofficial API.”
Opt-in you can defend
Defensible opt-in looks like: they messaged your business number, they checked a box on a form you control, they are a customer receiving operational updates they would reasonably expect. Indefensible looks like: a CSV from a “lead vendor,” Instagram commenters who never wrote WhatsApp, scraped group members. CommentLink will not make the second category healthy. Instagram is not a loophole
People ask whether they can “just IG-DM everyone who would have been on the broadcast.” Official Instagram messaging still needs an interaction and still has windows and caps. Segments that survive a review
A defensible segment is “customers who bought in the last 90 days and opted into WhatsApp,” or “people who messaged this number about orders.” An indefensible segment is “every phone in this spreadsheet we bought.” CommentLink can send an approved template to a segment you built. It cannot make Meta like a spam list.
Preview the template with real variable values. A leftover {{1}} in a live send is how you earn blocks. Schedule for the audience’s daytime, not yours, if you actually care about quality. Then sit in the inbox. Broadcasts that nobody answers are a quality problem wearing a campaign hat.
